Estimates include estimate date and number; contractor name; material quantity and description; labor duration and type; amount charged for each item; total amount charged; and occasionally, voucher number and date. Materials and labor generally involve stone; lumber; brick; iron; or concrete supplied for State House. Accompanying each estimate is an abstract containing present estimate amount; former estimate amount; amount over former estimate; retained amount; remaining amount; and signature of architect and/or clerk of the works approving payment.

The Illinois General Assembly appointed seven commissioners to supervise the construction of a new State House in Springfield (1867). Construction began in 1868 but the 1870 Constitution limited construction expenditures to $3.5 million and provided that no additional appropriations could be made without approval by statewide referendum.
